Home Ownership Plus Education Scheme (HOPE)
Home Ownership Plus Education (HOPE) is an assistance scheme to help young low income families get out of the poverty trap by providing comprehensive and targeted forms of assistance. The scheme aims to enable low income families concentrate their limited resources on education and skills upgrading.

Approved HOPE family will receive the following:

An annual Conditional Housing Grant (CHG) will be paid into the wife's/widow's CPF account for 20 years or until she reaches 45 years, whichever is earlier. The money can be kept in the CPF account or be used to buy an HDB flat.

  • An annual educational bursaries, in addition to Edusave, for their children's education from preschool to university level;
  • A housing grant which will be disbursed in annual installments into the mother's CPF account;
  • A training grant to enable the parents to attend skills training;
  • A one-off cash grant to help the family offset utilities and service & conservancy bills;
  • Mentoring support to guide the family and help them resolve any problems, and;
  • Cash grant to help the couples with family life education, family planning and parenting skills.

Criteria for application:

For Couples

  • The family must be intact with no more than 2 children;
  • Either the husband or wife must be a Singapore citizen, and the spouse must either be a Singapore citizen or a Permanent Resident;
    - Both husband and wife have 2 GCE 'O' levels & below;
    - Monthly household income of $1,500 or below, and;
    - Age of the mother is 35 years or below

For Widows/Widowers

  • He/She must have no more than 2 children;
  • He/She is a Singapore citizen or a permanent resident of Singapore;
  • He/She must be 35 years or below;
  • He/She has 2 GCE 'O' levels and below; and
  • He/She earns less than $750/- a month at the time of application
